Joaquin Marchand, Budget & Finance Officer for The Light Foundation, played a pivotal role in establishing the organization. From securing business licenses to achieving 501(c)(3) status, his leadership during the Foundation's first three years set a strong foundation for its continued growth. Joaquin's work was deeply influenced by his Native American heritage, particularly in the areas of cultural plant conservation and language preservation, passions that were reignited during his service in Operation Iraq Freedom.
He has served in various nonprofit governing boards and public service roles, currently including Conservation Northwest and the Center for World Indigenous Studies (CWIS). His previous roles include serving as a City Councilman of Elmer City for four years, involvement with Hearts Gathered, and working as the Colville Tribal Liaison for the Health Divisionβs climate change impact work group. Joaquin spent over a decade working for the Colville Tribes, gaining extensive experience in finance, accounting, human resources, health administration, and grants management.
Joaquin holds a Masterβs degree in Public Administration (2014) and a Bachelorβs degree in Business Administration (2011) from Eastern Washington University. His service in the U.S. Armyβs 82nd Airborne Division, where he completed three combat tours with the 1-505th Parachute Infantry Regiment, has further shaped his ability to lead with resilience and dedication. Though he has stepped down from his role as Executive Director, Joaquin continues to contribute to The Light Foundation's mission, ensuring its ongoing impact through his volunteer work.
